Maj J.S. Hull

Sir
Yours of the 26th ultimo has this day been submitted to the Board of Overseers of the poor and I am directed to answer your interogatories as follows

1st The overseers will undertake to provide for the maintenance of all destitute coloured paupers having a legal settlement within the limits of their controle, and in the same manner as is provided for destitute white persons.

2nd As to the character of such maintenance it has been and will continue to be the practise of the overseers when such persons are found to be incapable of providing themselves with the necessaries of life to send them to the poor-house where there wants are supplied in the same manner that white paupers are provided for

3rd The laws of Virginia as you are aware make no discrimination between white and coloured paupers as officers acting under those laws we propose and intend that the laws of Va shall govern our action upon the whole subject of coloured paupers.

4th The overseers of the poor have nothing to do with taxation
