A F Deacon Lieut and Assistant Supt of R. F & A.L. for Isle of Wight Co. Va.

Dear Sir:
Your letter of April 11th 1866 in which  as you allege, under instructions from Col O Brown Assistant Com. State of Va. you request the Board of Overseers of the Poor for Isle of Wight Co. Va to "give you clear and distinct written answers in relation to the following points viz: will the Board undertake to provide for the maintenance or assistance of destitute Colored persons having a settlement in the respective town or County, in the same manner as is provided for destitute white persons-
What will be the extent and character of such maintenance or assistance, and if it cannot be provided for all the destitute Colored persons for what proportion will the Board undertake to provide- What rule of action does the Board propose for their own Government on the whole subject of Colored paupers" has been received by us; and in reply we have respectfully to submit that the rule of action which this Board proposes for their government on the whole subject of Colored paupers" is that which is prescribed by the law of Virginia as published in the Code of Va and the acts amendatory thereof- and that so far as we are advised the aforesaid laws make no distinction between White and Colored paupers as to the "extent and character" of the maintenance and assistance which are
