In obedience to Cir. No 12, Hd Qrs Asst. Com'r Va. Bureau R.F. & A.L. dated Richmond Va Mar. 21st 1866, I have the honor to report that immediately upon receipt of the above order forwarded from your Office, I wrote to each of the  Overseers of the Poor for this County, enclosing the propositions of the Assistant Commissioner.

The Overseers met in this Office May 7th and submitted to me their reply, which I enclose herewith.

They showed a disposition to do their utmost for the freedmen paupers; and as there are at present no accommodations for freedmen paupers, have ordered the erection of new buildings for that purpose.

They asked me if the same rules as are applied to white paupers would be applicable to the freedmen. To which I replied affirmatively - after which there was no
