1st Question. Answer. It has been a custom to provide for all Paupers irrespective of color heretofore.
2nd Question Answer. In reference to what we shall do hereafter will depend on such laws enacted as may originate from the proper authorities amending the present laws regulating the present government of our Poor &c.
For further information we would respectfully refer you to the by-laws governing the Institution for the Poor for this county.

I have had several conversations with the Overseers of the Poor and I find that they are willing to provide for all Paupers (without regard to color) in the same manner.
The By-laws mentioned in the letter are the laws prescribed in the Code of Virginia 1860 governing the Overseers of the Poor.
