At a meeting of the overseers of the poor of the parish of Southwark in the County of Surry in the state of Virginia held at the Parish house in said County the twenty first day of May in the year one thousand eight hundred and sixty six.

A communication from J.W. Sharp Capt & Asst Supt. of Freedmen, dated at Surry Courthouse Va 8th May 1866 was this day received by the Board requesting written answers to the following questions Viz:
1st Will the Board undertake to provide for the maintenance and assistance of destitute colored persons having a settlement in the County, in the same manner, as is provided for destitute white persons?
2nd: What will be the extent and character of each maintenance. or assistance, and if it cannot be provided for all destitute colored persons, for what proportion, will the board undertake to provide?
3rd What rule of action does the Board propose for its own government on the subject of colored paupers?
4th. The exact rate at which all the several taxes are assessed in the County specifying poll tax, and those upon real and personal property.
These questions apply to the present year for which it is demanded that the freed people should pay taxes and includes the ability as well as the disposition of the County, in the premises
