I have the honor to transmit herewith my report in compliance with Circular No 18 of May 8. The persons reported are and have been drawing rations, as I have considered it part of my duty to issue the same to prevent actual suffering. I do not think this number need be increased, but think after a short time it may be somewhat decreased. There is no suffering outside of this that is not relieved by the civil authorities. You can judge for yourself whether my report comes properly within the requirements of the circular. You are aware that they are already reported as Refugees. In reference to seed for planting I will state that the ground in my district is now nearly all seeded, and that I know of no one, that intends to plant but what is able to procure seed corn for that purpose; A very small quantity of corn will plant a large piece of ground. I believe
