Reports in compliance to Circ No 18 the civil authorities have provided for all pauper whites - They will not receive the colored Povr - as no levy has been made on colored population 12. Colored persons were sent to poor house by military and when Bureau did not furnish rations the Supdt of poor house gave then Com Brad on his own responsibility states the Povt to Botetourt county are better provided for girls no of persons to whom it is necessary to provide for to prevent actual suffering
