In compliance with Circular No 18. Head Quarters Assistant Commissioner Richmond Va May 8th 1866, I have the honor to report, that there are no destitute or Suffering White Citizens in my Sub District of Warwick County Va of which I am aware.  

In compliance with Par' I of the above Circular I would State that all those cultivating land in this County are provided with all necessary seed.  There was in the beginning of Spring some scarcity in Irish Potatoes for seed, but I believe that the greater part of these deficiencies were supplied.
