In compliance with Circular No 18. H'd Qrs Asst Comr - State of Va May 8th/66 I have the honor to make the following report viz 

That there are some white citizens in the county who have applied for rations, but they are land owners and have rented their farm. And the civil authorities have provided for all the poor but will not support them unless they go to the poor house, this they refuse to do so far; Is it the intention of the Government to issue rations to such  So far as I can learn there is none that are really destitute but what can be provided for by the civil authorities  In relation to Par II. - so far as corn and other grain is concerned this spring there will be no need of assastance [[strikethrough]] this spring [[/strikethrough]]; but from present appearance of wheat crop there will be pressing demands for seed wheat next fall  There have not a great many Cold people rented lands this year. on account of the hostility of the whites to renting to them.
