I have the honor to make the following report in relation to Cir. No. 18 dated Hd. Qrs. Asst. Comr. May 8th 1866. So far as I can learn - there is not any person in my sub-dist. who comes under the provisions of said Circular - Some of the poorer Class - who might have needed some assistance in procuring seed corn &c - now say that it is too late to ask for any. I have the honor to also state - that in the opinion of persons who possess the requisite knowledge - there never has been such an amount of seed planted in this section of the State, as the present season, and that more land is being cultivated than in any previous
