In ander to Circular No. 18. Hd Qrs. Asst com. State of Va. B. of R.F. & A.L. I have the honor to state, that I can hear of no destitute and suffering white persons in my Sub Dist who do not receive relief from the civil authorities.

Some few weeks since I was called on to furnish subsistence to a destitute white woman residing in Floyd Co. but I cannot learn her present condition.

Her name was Harriet E. Jones, she was the wife of a Union refugee and had six small children dependent upon her for support;

The Civil Authorities are able and willing to provide for all destitute persons, and it is very seldom I am called upon to give rations even to Freedmen.

I am informed and believe that there are no persons in my Sub Dist either white or black who require and are unable to procure seed for planting
