The County of Rapp'k Va. has no white refugees - within the first paragraph of the Circular No 18. dated Hd Qtrs Asst. Commissioner, Richmond Va. May 8th 1866. has no effect here. and about the II P. which concernes the freedmen as well as white.  I have to state. that their planting being don, and was don when I hat received the orders.  in Consequence they do not need any seeds yet. and should Rye or Wheat ut [[etc?]] be furnished such will not be needed before September. and is rather better not to be delivered yet.  At the same time. I have further to state that the freedmen, not owning any property [[?]], horse powers & farming utensils they will only plant for their Employers, being hired, whether for a Year or so for Compensation to be paid, or for a part of the Crops they raise, and in all such Cases the Employers furnish the Seeds.  Also self for gardens or other parts of land they provide there employes with for them self.
