Pursuant to Circular No 1 C.S. from HdQs Asst. Com. State of Virginia I have the honor to forward herewith reports of Asst. Supts regarding unemployed freedmen in their respective sub-districts.
The condition of things is substantially unaltered although there is clearly a tendency in the right direction. I believe the people are convinced that they have no right to the land and that they must cast about for a living.
The pressure resulting from stopping the rations is hardly begun as yet-the dearth of food and want of employment will, in a few weeks, toll upon the freedmen and, as those who have no cash cannot get food they will be compelled
