General: 
I have the honor to report in accordance with Circular No. 1 C. S. from Office of Assistant Commissioner that the number of unemployed freedmen in this district appears to be gradually diminishing especially in the Country of Elizabeth City.

Evidently the solution to the problem of the overpopulated Peninsula and its large numbers of unemployed freedmen is the freely granting of govt. transportation elsewhere with a severe pressure on those not established w/steady occupations.

Things is not being any [[?]] populated or, if at all, very slowly.

The reason is that there is no
