It is suggested that authority be granted to charter a schooner to take any large party that may desire to go from Yorktown to any other point. At any rate there are at present no good practical means of reducing the population in that county.

As a crisis is upon that subdistrict, the people to the number of two or three thousand having been warned off these lands now occupied by them, I deem it the duty of government to afford reasonable facilities for [[living?]] to those who may desire to do so.
