In obedience to Circular No. 1 Paragraph 1. Head Qrs. Asst. Commissioner B.A.F. and A.L. State of Virginia. Richmond, Va., of date January 1, 1866
I have the honor to report that all Freedmen in the 6th District Virginia, who desire work need not be idle, so there is work for all - and that so far as I am able to learn there are none in the District unemployed who are able to work.
