General:
I have the honor to report in accordance with Cir. No 1 Series of 1866 from your office that at this season owing to the late spring and necessity for getting crops into the ground at once, there is very general activity among freed people in my district;- through an unstediness in the quality of the labor due to the former training and ignorance of colored people. Emigration is not as active as earlier in the year.
