I have the honor to report in compliance with requirements of Circular 1 Par 1 series 1866 that no Assist Sub Asst Comm'r of this District has reported labor as being in excess of demand. So far as my individual observation goes in the counties of my district, no able bodied freed people male, or female, are unable to obtain work at such rates as will at least give food and clothes. Rates of wages as a rule in this district are low and do not afford much chance for accumulation, yet there is little distress, save among the aged. Constant inquiry is made for children; Farmers desire to get them apprenticed for a term of years. I regard the situation as good as that of the similar class of whites, and better in some respects as white beggars are numerous while a colored beggar is not to be found. I have directed the Asst Sub A. Comrs. to render full reports under the Circular
