General:

In accordance with Circular No. 1, Series of 1866, from your office, I have the honor to report that the able bodied freedmen in my Sub-District are very generally employed, though not on terms generally satisfactory, or calculated to encourage the employee; neither is the employment permanent - this being a busy season.

Further, the large majority are farming, mostly on shares; numbers are working by the day; very many tilling a few acres and getting odd jobs in order to support them day by day.
