General: 
I have the honor to report in accordance with Circular No. 1 Series of 1866, from your office, that the number of unemployed freedmen in this Sub District is steadily lessening.

In York and Elizabeth City counties there is still a surplus of people; in no other counties of my subdistrict have I any overpopulation to report.

But few freedmen are employed as they should be: the large majority are not steadily at work; this is due partly to want of constant demand for labor and partly to indisposition on the part of
