I have the honor to report in accordance with Circular No 1, Series of 1866, that the present season is one of unusual activity among freedmen, and that the number of unemployed is less than during the summer months

It is, however, true that there are a great many floating about, getting a job here and there, and every now and then out of work.  A large class however, not oystermen, are [[strikethrough]] that [[/strikethrough]] driven to that from hand to mouth way of living, owing to the low rate of wages given laborers.  I fear that in the coming winter there will be many unemployed, and much distress, owing to the scanty crops which will compel farmers to curtail expenditure, as much as possible, and reduce number of employees.
