condition of things is due to the lack of energy and enterprise on the part of freedmen, who, if they would bestir themselves might greatly improve their present arrangements and condition. 

I believe it very desirable to continue granting free transportation upon application till next spring: - at least two thousand more freedpeople should leave the peninsula. 

But the inducements to go into the country are small: here they can just about live: - there they can do no better.

I suspect that political matters will tend to prevent, somewhat, the shifting of population. 

While political prospects are uncertain, while large quantities of real estate are about to change owners, while important changes in the State Constitution are pending, and a new system of legislation is looked for,
