General,
In obedience to Circular No 1, par. 1, series 1866 from your Head quarters, I have the honor to report the following, as the number of Freedmen, able to work for whom employment cannot be found in my Sub-District for the month ending this day. —
   
In the 1st Division — (about) — 300 men
In the 2nd Division —  — none
In the 3rd Division — — none
Total   300 men
