General:
Pursuant to Circular No 1 Series of 1866 from your office I have the honor to report a decrease in the number of unemployed freed people who are able to work.

Under the late modification of the oyster law that interest is thriving, and the money market is easier than it has been for some time in consequence of a brisk oyster trade.

I anticipate, however, little permanent good from this present prosperity.  The people are generally cheerful, and will continue so while the harvested crop shall last, but I anticipate considerable suffering late in the winter.

I do not think there is a real improvement in the general condition of the freedpeople.
