In compliance with Par. 1. Circular No. 1 Head-Quarters Asst. Comr. District of Virginia Series of 1866, I have the honor to report that during the month of December 1867, there were no able-bodied freedmen in the 10th Sub-District of Va. for whom employment could not be found, except in some cases of women with children whom no one seems disposed to employ on account of the incumbrances.
