I have the honor to report in compliance with Circular No 1  Series of 1866 from you Head Quarters, that the number of unemployed freedmen in this Sub district is, so far as I can learn, unchanged since my last report.
The activity of the oyster business affords work to a large number who however, are thriftless immoral, & dishonest as a class and do not sustain their earnings: they are more or less intemperate, and are thusly subjects of philanthropic interest.
Farming operations are about to commence and will call for a large amount of labor.
