General:
I have the honor to report pursuant of Circular No 1, Series of 1866, that it is impossible to state accurately the number of unemployed freedmen in this sub district. There are very few if any entirely unemployed, [[strikethrough]] but [[/strikethrough]] while I judge that not over half the laboring population is fully employed.

The are hundreds who get a living by doing "odd jobs" who lead semi predadory lives - working when they can and stealing when they cant work.

The number of unemployed will, I think, increase, as spring opens, as wood cutting and oystering will cease to employ many freedmen who will find no other occupation.
