In pursuance of Circular No 1. Series of 1866, I have the honor to report that the number of unemployed freedmen during the past month in this Sub District has been, in my opinion, somewhat reduced by emigration, although the want of work for wood cutters, nearly balances the reduction by emigration. In my opinion it is advisable for the Bureau to no longer attempt to regulate in any way the finding of work for the unemployed or the concerns of relations of capital and labor.
