General: 
I have the honor to report, pursuant to Circular No 1, Series of 1866, that there is, at present, more than ordinary demand for employment owing to the close of the oyster season. 
The number of fully employed freedmen is small, that of totally unemployed is also small: the majority is partially engaged in labor. 
There are large numbers of women entirely out of employment.
