General: In compliance with Circular No. 1, Par. 1, series 1866, from Head Quarters Assistant Commissioner state of Va, I have the honor to report that in all the counties comprised in the 11th Sub District, no freedmen or freedwomen is unemployed by reason of inability to procure work. A large population are working for share of crop, and wheat harvest and Tobacco culture dominate active labor of all. I am General Very Respectfully Your Obt Servant.
