General:
In compliance with with Cir. No. 1. Series of 1866. Head Quarters Asst. Commissioner Va., I have the honor to report, for the month ending July 31st 1868, that the number of unemployed freedmen in this Sub-Dist. remains about the same as at the last report.

Efforts are being made to find work for the unemployed. The contemplated building of a Rail Road in Maryland promises to furnish remunerative employment for two hundred, or more, for at least twelve months.

The approaching harvest will give employment to many and provide them with food until the opening of the oystering season.
