I have the honor to report in compliance with, Circular No. 6 series 1866 Assist. Commr. State of Virginia; That there has been no great change in the sentiment of the Public, about the same feeling towards the Bureau as heretofore reported  Towards the colored race I believe a more hostile feeling exists if any change, certainly it is not growing better and will not grow better until after the political status of the colored people in this state is settled. It may be well to observe that a great difference is shown towards Conservative colored men. Even the courts of justice show them a preference so decided as to become a topic of common remark "Be a conservative and you will get clear".

The conduct of the freedmen has been decidedly good, for a race as ignorant and as destitute as they are and many not being able to get work no matter how willing. Their condition in the districts where work is more plentiful
