Hambrick S.A.C. 3d Sub. Dist. Va. Lieut, In compliance with Circular No. 6, dated Bureau R.F. and A.L. HeadQuarters, Asst. Com'r State of Va. January 29th 1866, I have the honor to make the following report. Since my last report no material change has taken place in the condition of freedeople of this Division. The most important matter I have to bring to your notice is the medical department of the Bureau in this city which fails to reach all cases demanding gratitous medical services. Acting Asst. Surgeon E.H. Smith gives his undivided attention to the care of this class. I most urgently request that an additional
