General:
In compliance with circular, dated Bureau RF & AL Hd. Qrs. Asst. Comr. Dist of Virginia January 29th 1866 I have the honor to state that there is very little change in the general condition of Bureau affairs in this Division since my last report. 

In the absence of political excitement, or duties, the freedpeople have devoted themselves industriously to labor and those in the rural districts will, by the abundant yield of Corn, be relieved from the danger of suffering

Numerous minor cases, of assault & battery, breaches of contract in the non-payment of wages or other money legally due, of ejectments &c
