labor during the ensuing winter the freedmen cannot of themselves successfully guard against suffering and the condition of those who are too feeble to labor from day to day can readily be understood. In all other portions of this Division the freedpeople are self-supporting except a few cases whom the Overseers of the Poor assure me will be properly cared for. Since the recent State elections the whites are less proscriptive in their dealings with the freedmen: complaints of ill treatment brought by the colored people are nearly one half less now than six months ago and this change has been perceptible but a few days only. The result of the political reaction North if correspondingly followed up on the 3rd. Proximo will do more for the colored man in the South than the expenditure of millions of money for his protection and enlightenment. The number of rations issued to Refugees and freedpeople during the present month will favorably compare with the number issued for the preceeding month. I have visited several Bureau schools
