General
In compliance with instructions contained in Circular No. 6 Series 1866 Assist Comr of Virginia I have the honor to report that no great change in sentiment or feeling is noticeable in the people. A prejudice is very plainly noticeable between the races. On the part of the colored towards the white it is more of distrust than anything else.

The conduct of the colored people has been remarkable good. The condition of the colored, generally, is improving. Some assistance will be necessary this winter to help the poor of this City. The Poor houses do little or nothing for the colored poor their great cry is that they are full.
