General:
I have the honor to report pursuant to Cir no 6 Series 1866 from Hd Qrs Asst Com Dist of Va. that the general condition of Bureau affairs in this Division of the 1st Sub Dist of Va is good. The Freedmen have not been visited with any epidemical disease and the sanitary condition at this date is good. The demand and supply of Labor has remained nearly equal. The Freedmen as a general rule finding employment at fair compensation. The state of feeling between the two races has improved owing by the absence of all political excitement and the growing conviction that each class is dependent upon the good behavior of the other for its own welfare. Rations were issued through the Alms House authorities to 120 persons and the same number will be required for the coming month, the number of old and infirm who have no friends able to assist them and of widows with large families dependent
