General:
I have the honor to report that the number of unemployed freedmen in this Sub Dist. is constantly diminishing owing to the usual increase of business in the fall season.

It is my opinion that, aside from quite a large surplus of freedmen in the vicinity of Hampton, it is not advisable that the Bureau, make any further effort to regulate the supply of labor, and that it leave all questions of capital and labor wholly to themselves. The improvement, though slow, is sure and healthy.
