In compliance with Circular dated Bureau RF and AL Hd Qrs Asst Com Dist of Va Jan'y 29th 1866 and numbered 6, I have the honor to state that the condition of Bureau affairs in this Division is about the same as at last report, with the exception of a considerable falling off in the number of complaints of ill treatment of freedpersons by white citizens.
I believe the condition of the Freedmen has greatly improved during the present year, they have been, and are, industriously at work; the corn crop is very good which will raise many of them above want for the coming winter; very little intemperance is found among them, and a lively & earnest interest is manifested on the subject
