In compliance with Cir. dated B R F & A L. Hd Qrs. Asst. Com. Dist. of Va January 29 1866 I have the honor to state that the general condition of Bureau affairs remain unchanged since my last report. The poverty in and around Manchester among the Freedpeople is very great, during the fall work has been very scarce, many of the Factories being stopped and the others working only a part of the time, this with sickness, (the locality being very unhealthy,) without medical relief, reduced many to extreme poverty. I have made steneous efforts to have the Civil authorities
