end of last month, some sixty patients or applicants for medical relief, to whom he had been attending were thus placed in a very bad condition, being unable to pay the high & unrelenting charges of the physicians here. My instructions in regard to issuing ration tickets required that I should only issue such tickets upon the certificate of a physician, certifying as to the nature of the sickness, the destitution & that such assistance was necessary to prevent suffering; from this class of gentlemen, who partake of the general want of sympathy for the colored people I received recommendations in individual cases of sickness & destitution (in the agrigate) for 5,000 rations, but [[strikethrough]] did not [[/strikethrough]] I issued [[strikethrough]] but [[/strikethrough]] only half that number.
