In compliance with Cir No 1 Series 1866 Head Quarters Asst Commr District of Va. I have the honor to report that the Agents of the Four Divisions of 11th Sub District Va. state that there are no Freedmen in their several Divisions unemployed by reason of inability to precure work. It is nevertheless true that the scale of remuneration offered for labor at this season of the year is insufficient to provide for the wants of the laborers' families - while of those engaged by verbal contract for the year many are being discharged and in fact the whole system of labor is disorganized as much owing to the straitened circumstances of employers as the superabundance of laborers
