In compliance with Circular No. 1. Series 1866. Head Quarters Assistant Comm'n. State of Va. I have the honor to report that on account of the closing of several of the tobacco factories in this city, and the fact that the crops on farms adjacent to the city have been harvested, a considerable number of freedpeople who are able to work have been thrown out of employment. In the country employment can be found for all who are able and willing to work, now living there.
