In compliance with Circular No. 10 Bureau of Refugees, Freedmen & Abandoned Lands, Richmond Va. dated March 12th 1866. I have the honor to report, that no criminal cases (in which a colored person was a party) has been tried by the Civil Courts of my Sub-District, during the month of April 1866.
