In compliance with the requirements of Circular No.10. Hd qrs. Asst. Com. Richmond Va. current series. - I have the honor to report that but one criminal case in which freedmen was concerned has occurred to my knowledge since my arrival in the Dist. during the month of April. 

The trial was conducted with impartiality and fairness, and the law respecting testimony was carried out in good faith.
