   I have the honor to report that the administration of the criminal laws by the civil authorities during the month of May in this Co. have been unattended with particular notice, if the fact that all freedmen arrested have been "sent on" for further trials be excepted and this case of the Commonwealth vs. Nelson Coleman (cold) be considered. This  case was specially reported, with the recommendation that he be released from arrest. It will be remembered that he is now in Jail charged with larceny of a horse the property of his former owner. The evidence went to show U.S. troops ordered and compelled
