In obedience to Par VI Circular No 10 dated Richmond Va March 12th 1866 I have the honor to report that but one case of importance has been brought before Civil Authorities where Colored parties were concerned, since the receipt of the above Circular.
   
In this Council was volunteered by Wm A Little Esq one of the leading members of Bar, of this city, for the Freedman.
   
This case was (and is so concidered by all parties) treated with impartiality and fairness and the law respecting colored testimony was carried out in good faith and Justice accorded to all concerned.
