In compliance with Circular No 10, from Hd Qurs Asst Comr dated 12th March 1866. I have the honor to submit the following report. I have attended all trials to which colored persons were parties except two. The first of these two was that of a man charged with stealing a hog, as soon as I learned of the trial having taken place I investigated the matter. The man told me that the Magistrate told him that he could come and notify me of the time and place of trial he did not do so as he thought it was useless to travel fourteen miles, he was acquitted and released, yesterday by the County Court. The other case was of a Colored man charged with stealing a mule on investigation I found that this man had permission to notify me of his trial which he declined to do for the reason, as he told me, that he was guilty of the charge and it was twenty
