In compliance with Circular No. 10 Head Qrs Asst Comr Bureau of R.F. & A.L. Richmond Va dated March 12, 1866. I have the honor to report that but one case of a criminal nature wherein Freedmen were parties has taken place in my Sub District during the month of June 1866. That was the case of  a negro woman who was charged with housebreaking and on being brought before the County Court of Magistrates she confessed to the charge whereupon she was held for bail at the term of the next Circuit Court. I think justice would not in all cases be awarded Freedmen if no office of the Bureau was present at their trial.
