In compliance with Par. VI. Circular No 10. Bureau of R. F. and A.L. dated Hd. Qrs.  Asst Com. State of Va. Mar. 12, 1866. I have the honor to report that in all cases of trial of colored person for criminal offences, during the past month, in my sub district, they have been treated with impartiality and fairness and the law respecting their testimony carried out in good faith, though as yet this latter question has not been fairly tested, there having been very little negro testimony introduced and that little of an unimportant character.
